No shutdown or restart options after Windows update

This resolved the problem after a Windows 10 creator update:

start, run cmd window with administrative rights:

secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose

Logoff and logon again for the shutdown to work.

You can also force a restart from the command prompt using:

shutdown /r /f

or just shutdown the PC by omitting the /r switch.
